TRAFFIC COLLISION. DATE: 09-DEC-2002

On 08-DEC-2002 at approximately 1800 hours 1-2 miles west of the city Santa Ysabel CA. on state highway 78 I was overtaken by a speeding vehicle as I was still accelerating to full highway speeds and continuing my journey from Salton Sea CA. to Oceanside CA. My vehicle's speed at the time that I was passed by a faster moving small white car was approximately 50-55 MPH. Immediately after this small vehicle passed me it returned to my lane of travel and abruptly slowed it's speed right in front of my Motor Home. I am going to estimate that the speed of the car that passed me was reduced from 60-65 MPH to 30-35 MPH. I immediately slowed my vehicle's speed to the best of my ability to match the now ever closer smaller vehicle directly in front of me. I was unable to match the braking capacity of this small white vehicle and I collided with this vehicle while I was still traveling at approximately 45-52 MPH. At the time of the collision I estimate the speed of the small white vehicle to be between 30-35 MPH for a difference of 12-16 MPH between the speeds of the two moving vehicles when they collided. The difference in velocity caused this collision between the two moving vehicles after which we both stopped our vehicles and I subsequently requested a police response.

I got out of my vehicle to inspect damages on both vehicles and to make sure that the occupants of the small white car were OK. I determined that the driver of the small white car and his passenger were both not injured as a result of the collision. At this time I told the driver that this collision was a result of road rage on his part, furthermore he intentionally and abruptly slowed/braked his vehicle in front of mine where it was hopeless for me to avoid colliding with his vehicle and he willfully, irresponsibly caused this traffic collision endangering his own life, the life of his passenger and my life in the process. I further told him that I am calling the police immediately and that I will be reporting this traffic collision as road rage and intentional. I also told him that I will be pressing charges against him in criminal court if at all possible.

The driver of the small white car was later identified by the police to me via CHP form:418 as ROBERT F. CASTRO of 14835 Toft Dr. Lake Elsinore, CA 92530 and his motor vehicle was identified as a white PORSCHE 996 CA personalized license plate "JET WHITE".

Both vehicles were driven off by their drivers after exchanging insurance information and the responding CHP officer DEAN ID:9569 informed me that I can get a copy of the traffic collision report from the CHP office in El Cajon CA by asking for report/NCIC number 9630 or 9680 (hand written note) and that he will not be charging MR CASTRO with any criminal charges for his part in this motor vehicle collision.
